A Transit-Oriented Eco Community

The Opportunity

Norwalk has the unique opportunity to rehabilitate a blighted state property located on Bloomfield Avenue, by transforming it with new homes, community-enhancing activation and recreational areas for the entire city to enjoy—a Transit Village for Norwalk.

The property is located on Bloomfield Avenue between Imperial and Rosecrans. It currently houses the former Youth Correctional Facility, which is no longer in use.

The Draft Conceptual Plan

The City of Norwalk conducted robust outreach to residents neighboring the California Youth Authority Correctional Facility property and to the community at large. Through online surveys, mailers, social media posts, eblasts, texts, meetings with stakeholders, and more, the City was
able to engage the community and receive their input to shape the project vision.

A draft conceptual plan for Norwalk Transit Village is now available! The draft plan includes amenities that were among the top priority for our residents:

    • A mix of new housing choices, including affordable options for young and old to be able
      to stay in Norwalk
    • Healthy amenities including restaurants and coffee shops to keep local tax dollars in
      Norwalk
    •  Greater connectivity to the Metrolink Station, Zimmerman Park, and overall connectivity
      via walking and biking paths
